Federal student loan Cont'd attempts collect debt not owed Debt is not mine Minnesota

Unfortunately I been having issues with some type of debt collecting agency that I have no idea how I got into. It 's a fee every month they send through a email but I have NEVER borrowed money from whoever this is. So I 'm very confused and the fee is just going up every month, I do n't know what to do.
