JPMorgan Chase & Co. Credit card department,

My wife purchased a leather jacket in -, -. She was not charged the value added tax ( VAT ), but was given a form to take to the customs desk at our departure from - airport on the day of our departure. She told my wife that if we did not take the form as directed our credit card would be charged the VAT tax. We did as directed, and left -. On returning, a subsequent credit card statement from Chase included the VAT charge, with the 'merchant ' listed as TA- REFUND DENIED. When I called Chase, the person I spoke with had no idea what it meant. I told her I was pretty sure it was related to the VAT. I of course disputed the charge, as we had complied with the merchant and filed the form with the customs desk. I have gone back and forth with Chase several times since my first call asking about the charge. I have been told by - different Chase representatives ( - a supervisor ) that Chase policy was to not dispute VAT charges. I was told I would have to deal with the merchant ; however, Chase has

need to take up with the merchant ( the one that Chase has not identified ). I told Chase that my dispute at this point is not with the unidentified merchant, but with Chase for allowing an unauthorized and bogus charge to be placed on my credit card, and then refusing to remove it when disputed by me. I have also pointed out the misinformation and confusing information I have been given by Chase during phone calls with Chase representatives. I am still pursuing the matter with Chase, but wonder how it can honor a charge that is not only bogus, but then inform me the issue is between me and the merchant, as though Chase is simply an innocent bystander.
