Medical Disclosure verification of debt Right to dispute notice not received North Carolina

A debt validation letter sent certified -/-/16 signed for on -/-/16. Americollect sent return ltr on -/-/16 of a name acct # and a balance # and a statement that does not match alleged creditor name or any doc bearing my signature. Americollect did not mark any credit reports disputed within 30 days of signed receipt of my dispute. I sent a - registered ltr to Americollect on -/-/16 and they signed on -/-/16. They responded with a letter stating they, verified, and validated my dispute and my letter now is deemed frivolous or irrelevant and will not be looked into. After 60 days Americollect have not marked disputed on my credit reports no anything with my signature validating that this belongs to me. I have copies of my credit report on both -/-/16 and -/-/16 showing not disputed.
