I made an on-line purchase from - back in - 2016. The charge was made on-line to Paypal. I never received the item and contacted Paypal. So Paypal put in a dispute. Paypal says the payment was returned but because it was entered wrong I should pay the - so it can move over. That made no sense to me at all because it still sounded like I 'm paying for something I did n't receive. I keep getting a bill for $12.00 which I refuse to pay. Have had contact with Paypal several times.Last contacted them on - -
