I live in New York and pursuant to New York State law, campaign contributions and expenditures for those seeking elective office must generally be reported in detail to the New York State - - -. I attempted last week to open a campaign finance account at Chase for an upcoming local election. I provided registration information in the form of campaign finance forms showing that the candidate had registered with the New York - - - - and taxpayer id information showing that the entity had been registered with IRS. The bank was chosen because the Treasurer personally has accounts there and uses both a suburban branch and a - branch. The campaign finance treasurer is well known by the bank branch, having conducting substantial business over the years. Her integrity is not in question. I will have signature authority over the account as well and I also have personal accounts at Chase. The candidate would have no signatory authority over the account.
I asked to speak with a CRA representative but the branch manager said there was none to whom they could refer me. I have filed a complaint with the bank and told the branch manager that I am filing this complaint with you. Several years ago, I had this same problem with - - - Bank who initially said " no '' to an account but changed its mind pursuant to its CRA responsibilities. The Chase branch manager stated that they did not want to provide a campaign finance account to a single candidate because she was concerned that it would appear that they would be favoring this candidate. This rationale might make sense if the candidate was seeking a loan or a contribution. But all that is requested is a simple checking account. I am looking for relief in the form of a CRA policy that requires banks and bank branches operating in New York to provide the depository/checking accounts that are required for candidates to run for elective office. This campaign finance activity is a very fundamental activity of our democracy and federally chartered financial institutions must provide the services needed by the community members to run for elective office. I would greatly appreciate speedy resolution. Other banks in the area have also declined to establish such accounts. Until a depository is identified, this campaign can not deposit checks nor pay vendors.
