Unable to get credit report/credit score Problem getting my free annual report Illinois

Can not receive my free credit report online. I am only able to purchase for a fee. They are requesting validation of identity to provide the online report even though I can purchase it without the validation. I have made online disputes to credit report and they respond to the online dispute, they just will not provide the free report without red tape and delay which causes me to not access the free report. They are using this tactic to make money off of me, in violation of my FCRA rights
