Government benefit payment card Fraud or scam California

On - -, 2016 my debit card was used in another state repeatedly the transaction came out to $740.00. This is a debit card from Social Security income which says my money would be safe and secured. On - -, 2016 is when I realized all my funds were gone immediately i called customer service. I asked why was n't the card disactivated when transaction were being made so far repeatedly. I was sent investagation forms which took them a week to get to me. I still have n't received any kind of information nor any refund they told me maybe I get my money back on the card itself it says it is insured.
