Vehicle loan Problems when you are unable to pay Arkansas

I financed a car years ago from Chrysler Credit Motor, the car was repossessed and was sold for more than what I owed on the car. It shows on y credit report loan was paid off. Now years later when I filed my income taxes they are withholding my refund stating it was for payment of the sales tax that was owed on the repossessed car. I do not understand how this is possible because I would not have been able to tag and register the car if the sales tax was not paid or why it has not came up in the past years since the car was repossessed..
