Unsolicited issuance of credit card Colorado

I received a letter in the mail from American Express attempting to get me to get their credit card. They acknowledge in the letter that I have outstanding debt with them. As part of the debt agreement, I was required to sign a statement that I would not ever apply for an American Express card again. I did not ask for this and consider this entrapment and harassment on their part.
