Overlimit fee Illinois

Capital One continually charges me overlimit fees, despite the fact that I have n't used my card in many months! I call every month to complain and it takes me threatening to report them for them to remove it. I 'm tired of this. I 'm sure they are doing this to other people and it is illegal. I pay the minimum or more every single month. I do n't use my card, yet they find a way to charge me these fees. Please look into this practice. It has to be illegal.
