Credit card protection / Debt protection Indiana

I asked for a Bank of America Credit Card account be closed. I was assured that it was closed. A recurring charge was set up from a vendor. I do n't intend to continue with service from that vendor. Bank of America reopened my account without my permission and processed a charge. I never gave them permission to do so.
