Can't stop charges to bank account Minnesota

I am just checking to see if this payday loan company is legal and legit. As of -, I will have paid back $850.00 on a $400.00 loan and, if unable to pay the loan down incrementally, will have paid them $1300.00 in interest by the time the loan is paid off.
