Amex Credit card department,
I made a purchase in the -. This was converted at an fx rate ( a poor one ). I was charged 1.5 % by the merchant and 2.7 % in administrative charges. When I queried this they could not explain what these charges were and refused to itmemise them or that they had in fact incurred them. When I asked to dispute this, they resisted and ultimately said I would have to dispute the complete charge as they are related. When I ask for details of their regulator, they refused to give it to me.
