Non-federal student loan Can't repay my loan California

I am a - who as been in practice - years. My monthly student loan payments are almost - of my monthly income. I struggle to make my payments every month. I am current on my loans and have never missed a payment. When I asked my loan servicer to modify my loan terms, I was told that borrowers can only take advantage of reduced monthly payments for a - year period and this option is only offered once throughout the term of the loan. I understand that servicers have options to modify loans because they do so when borrowers are in default on their loans. servciers should offer these same options to those not in default.
