Unable to get credit report/credit score Problem getting my free annual report Pennsylvania

I have been trying since last year to obtain my credit report online from Transunion. I have disputed the issue several times to Transunion and i was told that there is not an error on their part. But it is! My file has some sort of block on it that will not allow me my credit file online unless i PAY for it. I 'm attaching again a copy of the error message i have been getting since last year. every time i call they can not give me any information as to why my file is blocked for myself to view
