Identity theft / Fraud / Embezzlement California

Lost my card and there was unauthorized charge of $500.00 from -. Issuer denied my claim due to similar charges I had on it before. I buy giftcards at - every month and pay my bills every month. So why will I suddenly make a fraud claim for that charge?
