Amex Prepaid Card Complaint

I had opened up a prepaid Serve Amex to use for emergencies. I put $200.00 dollars on when I opened and was just about to add more money when I saw that they had been charging me an almost $6.00 fee every month. This was not disclosed when I opened the account. I am going to complain to them about itto them, but am pretty sure that they will not refund the fees. I was under the impression that this was like an Amex Gift Card that is not allowed to charge monthly fees. So, basically I opened this account so if I was in need in the future I would have at least $200.00 for an emergency. Now after 4 months of fees, my balance is $170.00. By the time I needed it, I would have nothing. This is predatory. It was advertised to help someone build credit, but really they just want fees.
