Customer service / Customer relations New York

I have a $500.00 limit on a credit card that I have had for about 2 years and every month there is an obscene amount of charges. Interest charges, member charges I just want to close this account. I just ca n't seem to get it down to - so I can close it. No one answers the phone. I ca n't speak to a person.
