Barclays PLC Credit card department,

Credit line increase/decrease California

Barclaycard Arrival Plus card lowered my credit line when I had a balance on the card. I paid in full every month and should not suffer the credit hit ( FICO went down - points ) because the balance was instantly above my credit line. I feel it is because they do not have the capital to lend anymore ... is that legal.?
