Mobile wallet Fraud or scam New York

I purchased a $500.00 - prepaid card issued by ITC Financial. The card was destroyed and I have requested a refund or replacement. I have been told that such request is not possible. I do not find this acceptable as I have the number for the card, the original purchase receipt and can confirm that as I know for a fact it was destroyed it has not been otherwise used or claimed.
