Identity theft / Fraud / Embezzlement Delaware

My home is currently up for sale in -. We moved to our new home in -, and discovered someone is using our - address to obtain credit cards from - -, - - and Discover. - and - - denied this person credit ; however, Discover mailed a credit card in the fraudulent name to our mail box. We think this person comes by our vacant home and checks the mailbox for creditor responses. Our USPS was notified of our move ; however, only some of our first class mail is being forwarded.
