Forbearance / Workout plans California

I have credit cards with Chase and I have contacted them to arrange payment. I indicated to their customer service contractor that I am having difficulty in meeting the even the minimum payments on all of my credit cards. I asked them if they have the same program that - have extended to me ( 59 and 60 months repayment plan with lower interest rates ). They said that they do not offer such a plan and I should pay my credit card. I want to pay off my debt but I just need time to get caught up. Thank you for whatever help you can extend to me. - -
