Capital One Credit Card Complaint

Capital One Credit card department,

Closing/Cancelling account Pennsylvania

I over paid this credit card by $350.00 when paying it off and they tell me after I contacted them that I can expect a refund check within 60 -90 days. This is usury. If I am even one day late in payment I get hit with interest and late payment fees yet they get to keep my money for up to 90 days! This is unacceptable.
