Unsolicited issuance of credit card New York

I received - cards in the mail today, unsolicited, from Navy Federal Credit Union. These included a Visa credit card under my name, a Visa debit card under my name, and a Visa credit card under the name of a total stranger. I did not request these cards. I called Navy Federal and canceled the cards, but they could not tell me how or why I was sent these cards. I believe that sending unsolicited cards is not legal and seek your advice.
