Unsolicited issuance of credit card California

I canceled my American Express card months back due to fraud and they continually sent me statements each month with a - balance and sent me a new card recently without my consent. I called them today to rectify the situation and to stop harrassing me but they would not talk to me without giving my personal info. I have no balance on the card and want them to leave me alone.
