Non-federal student loan Can't repay my loan Can't decrease my monthly payments Wisconsin

I recently had a baby and since then have been struggling to pay one of my Sallie Mae student loans that has an interest rate of 9.5 %. I have repeatedly tried to call and speak with a collection representative to lower my interest rate and possibly my montly payment. Up until this point I have made my student loan payments and on time. I simply can not choose between childcare and supporting my family or paying student loans. Sallie Mae has refused to work with me other than offering forebearence which I plan to use in the future when we have another child.
