I tried to cash my WV - tax refund ( $97.00 ) at - on -/-/16 at -. I received a notice that my check was declined by Certegy. When I called the number on the receipt, I received a recording that it was nothing I did wrong and that I should take my check to a non Certegy retailer. Then the call just ended. I was not given an option to speak to anybody. It did this at least 6 times. Finally, I googled Certegy to get a number. I spoke with - ( Rep ID # - ). I asked why it was declined and she refused to tell me. She said that she could not give me that information because I was not the owner of the account. She also said the WV Tax Dept. needed to call them to verify the check before they could clear me out of their system. I called the WV Tax Dept. After being on hold for almost TWO HOURS, I was told that there is nothing wrong with the check and that Certegy has declined almost all refund checks from the State of WV this year. The Tax Dept. says


have a bank account, can not afford to open - and should not have to do so. Certegy is refusing to okay my transaction without telling me why. It just seems like a huge run around - the merchant says it is Certegy 's fault, Certegy says it is the Tax Dept 's fault and the Tax Dept says it is Certegy. I just want my money as I do n't make much and really need it. This is unfair for Certegy to decline transactions without giving me a reason or making it appear that I have done something wrong. If it is nothing I 've done, and it is a government check that is valid, they have no reason to decline the transaction. In addition, getting any information on why it was declined or how to fix it has been a nightmare. Certegy should not be allowed to commit fraud in the name of " fraud protection ''. While on the phone, they offered to sign me up for a free " VIP '' service that will monitor my credit report. I have never had a credit card and have no reason to have a service like that. I believe Certegy is declining my check in order to enroll me in a service that I will end up paying for in some fashion. Please make them stop this!!! I have no idea who else to call or how else to fix this situation.
