Credit line increase/decrease Pennsylvania

Barclaycard without warning decreased my credit line by $4000.00 thereby negatively impacting my credit score. The action was done without regard to my income and ability to repay. The action was arbitrary and capricious. They did not communicate with me in advance They did not identify if there were areas of concern. They did not ask for documentation of my income. They just sent a letter reducing my credit limit from $5000.00 to $1000.00. My balance was less than $500.00 a significant portion of which was on 0 % interest promotion. I assume because I did not " make them more money. '' They saw fit to ruin the relationship I had with them.
