Vehicle loan Problems when you are unable to pay North Carolina

I cosigned a car for my sister. She and her husband voluntarily gave the car back to the bank. The bank than put a repo on both of our credit. The problem i have with that is there was no communication between us in the bank after the repo. I looked up the state laws in North carolina which states that during the repo procress the bank is suppose to communicate with us where the car was being auction at. The location of the auction has to be beneficial to both parties. before the car is auction they have to give us a 30 day noice. Also north carolina state laws says that after the auction take place they have 15 days to notify us how much the car sold for incase we have to pay the difference in lost or if they need to reimburse us. That was not done as well. I tried to talk to them and they said that if i sent a dispute letter to them they would not read it. I tried disputing it through - credit companies nd they are not helping just keep saying that they looked into it and it been verified. They never say what was verified.
