Pawn loan Payment to acct not credited California

we keep getting charges for a mothly automatic payment that we make from our checking acount on - - to a saving account in Bank of the West that is being used from this bank for payment to a line of credit loan with the same bank. We are being charge for " not sufficient funds '' even though wehave proof that a payment had been made on time from - - to Bank of the West. We have tried to resolved this both via telephone and in person but are being told to wait and have not had these charges reversed. It has been seven days.
