Billing disputes Michigan

The issues is with Discover Card. My phone company, - - went out of business for serving customers in the state of Michigan. Discover Card charged - times, - we disputed, and - new charges in -. So Discover charged 14 monthly payments, and keep arguing they have given in all the credits for disputed charge. They have not followed up on phone calls, complaints, investigations, the Discover Card agents agree we are due 5 months credits, but then after we get off the phone nothing happens.
