Conventional fixed mortgage Loan servicing, payments, escrow account California

My loan was sold. The new mortgage servicing company has not contacted me in over 30 days. I have no information other than a letter from my previous servicing company stating the new company PHH Mortage is required by law to contact me within -. I have received nothing from PHH Mortage in over 30 days. I would like to know the penalties and legalities of this issue, and get on record that I have received no communication or information as required by law. I would like to also know my recourse if possible.
