Credit determination New Jersey

I applied for the Chase British Airways Visa Signature Credit Card and it was declined to me on the basis that I have earned Cardmember Bonus on this card in the past 12 months. I have never owned this product. Chase sent me the letter declining the card and no where in the letter left a number where I can call to get more information
