Title loan Charged fees or interest I didn't expect California

I have a title loan with Loan Mart ( - ) I have been trying to settle the loan since -, 4 months now, and after talking to several representatives who said they would get a discounted Pay Out total, the total has never been provided. In the process they have sent me offers to defer payments to the back of the loan i.e. extend the loan at $ - interest per day on top of the excessively high interest. I have now resorted to email communication to keep track but they refuse to respond. They have blocked my access from the website and remove ability to pay with a no fee bank draft. Later found option to login but only pay with high fee options. I spoke to a representative and she refused to allow me to make no fee payments. During this process they have made me incur about $1000.00 in interest and have been trying to reposes my vehicle. In other words, instead of facilitating a Total amount and guarantee of settlement in writing so I can end the loan, they are giving me the runaround, limiting my ability to pay all to raise the total and reposes my vehicle. This has cost me over $1000.00 in fees which I should n't pay as I requested a Pay Out total in - 2015. When I entered into the contract I was told I could request a payout total and settle the loan in full and get my title back at any point. They have not provided that option and just push to accelerate fees and charges to reposes my car. This is a fraudulent practice. I have tried to address this with the manager - - who as of now has refused to respond in any way. The loan account is - Loanmart is fraudulently steering loans into growth and default to either extort higher interest out of a contract and prevent a settlement or reposes and sell vehicles worth many times more than the loan value
