Discover Cards claims on all of its advertisements, promotional brochures and legal documents it does not charge ANY foreign currency fees on foreign currency transactions. However, Discover Cards does willfully and knowingly, with deceit and intent to defraud, reduce the exchange rate on all purchases in foreign currency and other transactions by exactly three percent when calculating the exchange rate on ALL foreign currency transactions. Yet, Discover Cards, refuses to admit it is defrauding consumers with false and misleading statements, advertising and documentation.
