Transaction issue Texas

Discover will not consider a credit card dispute fairly. They have blindly accepted the merchant 's perspective without listening to my narrative or side. Additionally, despite being provided evidence and a statement that the charge was not authorized, they refuse to charge it back to the merchant. The transaction I am disputing involves a product not delivered. Under the Fair Credit Billing Act, I am entitled to a full credit in this event. Discover refuses to issue this credit.
