PNC Bank Consumer Loan Complaint

PNC Bank Consumer loan department,

My PNC Bank application number is -, I purchased - on - through - - - on - for $46000.00, 3.99 % interest rate for 60 months. I also refinanced with - - - - for 1.99 % for 60 months for $47000.00 and received check from them on -. PNC Bank is refusing to give the pay-off amount telling that they are still waiting for details from the dealer and no account has been created yet and refusing to give the account number. The dealer said they sent the contract around - and told to contact PNC. PNC bank representative are telling to contact the dealer. It appears that PNC Bank is not happy with me for closing the loan too quick and want to get some interest from me. I request Office of the Consumer Finance and Protection Bureau to help me get the pay-off amount from PNC Bank and also request to waive the interest from - since I would be paying interest for both the banks.
