Closing/Cancelling account California

I was reviewing my credit report and found a chargeoff for $21.00 was reported, along with 60 months of - 's for $21.00 balance. I do n't have any record of them contacting me collections or otherwise. I feel like they may have bad email address and were only sending email notices. I was sure I had closed this account and had no balance.
