RBS Citizens Money Transfers Complaint

RBS Citizens Money transfers department,

International money transfer Fraud or scam New York

a wire transfer of funds was sent from my account on -/-/2015 ( thru citizens bank ) to - for rental of a condo at - in - fl.a day after I discovered it was a scam and went to citizens bank and had the wire cancelled or reversed on -/-/2015. the scamer sent an e-mail on Friday -/-/2015 to tell me his bank told him funds would not be available until Monday -/-/2015.since I cancelled before -/-/2015 and citizens wire contract states that I have until -/-/2015 to cancel, why was n't it stopped. what are my rights.i have n't heard anything from citizens bank.
