FHA mortgage Settlement process and costs New Jersey

I refinanced with - after being with loancare for a year. Loancare was supposed to send me a refund escrow check on -/-/2015 I received a breakdown letter postmarked on -/-/- but no check for - -/-/- I receive a letter of payoff but still no check I call and I was told by a customer relations rep that because I am not a customer he does not have to deal with me. This company has the worst service I've ever seen. All complaints about this company are valid. They don't keep track of there checks because it's sent through regular mail.
