Capital One Credit card department,
I have a Capital One Credit card that has a - balance on it. Capital One charged a $59.00 annually card fee without sending me a statement. I never received a statement and was not aware of a payment being due, since the card has a - balance. Capital One charged a late fee and and report a - day late to the credit bureaus.
