Checking account Problems caused by my funds being low California

On morning of -/-/2015, I woke up to having my account overdraft - times with the bank maximizing overdrafts fees. I called the customer service center to find out why the bank charged my account the higher transaction first. The customer service rep was rude and starting yelling at me, the bank does not stack transactions, the its policy to pay off the higher one first. I asked for senior specialist, the lady told me the same thing, bank pays off the higher transaction first. at the point i requested a manager. I explain to him by paying off the higher item first, chase was re-ordering transactions to clear the highest item first is not considered a neutral, chase was maximize overdraft fees is in direct conflict with FDIC. I told him the - previous rep told me that same thing, bank pays off the higher item first. He tried explaining in a different way after i told him he was conflict with FDIC. The rep told me it was in favor for the bank to pay off the higher item first. I thanked for his time and ended the call
