Title loan Payment to acct not credited California

we took a title loan from wilshire consumer credit, I cant even tell you the exact date because I still have not recieved my loan documents, but it was in - - never recieved my loan papers have asked many times. i have made my payments on time every month and then they sent me a bill saying im 79 days late and my car is going to be repoed. when I make the payment my pay off balance keeps getting bigger. how can they people do this, they were fined in -/-/- for the same stuff, and now there doing the same fraud practices again. this place needs to be shut down. i make my payments to these criminals and they rip me off more. please help me before they illegally repo my car. qnd they lost my pink slip to my vehicle.
