Vehicle loan Problems when you are unable to pay California

I was contacted by Westlake Financial Services in -, - for an Amendment To Retail Installment Contract agreement. The terms were accepted in - -, -. I keep my part of the agreement and made all of the payments. But Westlake never issued an Cerificate of Title for my - - Focus - - Sedan -. The last payment was made in - of - and the payment was accepted. I received a notice from Westlake Financial Services in - stating that I owed them $2300.00 for the balance of the loan. I spoke with a - - - a manager of Westlake Financial Services asking him why did I owe this money when I honored the Amendment Installment Contract, and - - - pretended like he did n't know what I was talking about regarding the installment contract. So I made several attempts to find out why Westlake Financial would not honor the hardship contract. I tried to explain to - - that I was a consumer and there must be a mistake with the balance of the loan. He pretended that he never knew anything about the hardship agreement and I must pay the balance of $2300.00. I

I never heard from Westlake Financial Services until - of -, but the last payment was make in - of -. I have suffered a great amount of financial hardship due to not having any transportation and I 'm still out of a car. My credit report has a repossession on it and I ca n't qualify for a car. I invested more that $12000.00 in the - - and now I 'm out of a car and my credit is worse. Westlake Financial Services has many consumer complaints due to their unscrupulous company practices.
