Credit line increase/decrease Massachusetts

I have an american express credit card. The limit is $5200.00. American Express allows me to go over my limit with out increasing the actual limit. I am aware of credit capacity and how this affects your credit score. I have asked American Express for a limit increase and I have not recieved any correspondence nor any adverse action notices. I have an American Express platinum card that is a charge card with no limit. My credit is good and I am forunate to have good income to support my debt load. I am sending this complaint because I believe this has impacted my credit score and capacity significantly.
